BUD samples connected districting plans by walking among spanning trees that can be cut into population-balanced districts. Each step adds an edge, then removes an edge from the resulting cycle only if the tree remains splittable. In six runs on a 4×4 grid, its observable error declined while Cycle Walk’s did not. This is empirical evidence, not a convergence proof.
