PEMI infers packet loss on QUIC connections from packet timing and reply behavior, groups traffic into flowlets, and retransmits likely losses without endpoint changes. In a Mininet 5 MB download with 1% random loss, it achieved 2.5 times QUIC goodput. RTC tests reported 20%–75% lower 90th-percentile frame-level jitter. These best-effort results are limited to emulated networks.
