The authors present a satellite coordination method that assigns users to satellites, activates radio chains, and allocates transmit power while accounting for user demand and network power. Its objective rewards the least-served user’s demand-normalized rate per unit power. In simulations, service is more evenly distributed than with a sum-rate energy-efficiency baseline, while sum rate remains close; this is not a field demonstration.
