About this paper
Amirmohammad Farzaneh, Osvaldo Simeone
The paper designs one action policy to deliver ordered utility certificates under multiple outage targets, rather than optimizing each level separately. It reformulates the problem through nested prediction sets with coverage guarantees and derives a dual characterization under regularity assumptions. In a wireless model, tightening the second outage target lowers both expected certificates; no distribution-free finite-sample calibration method is provided.
