About this paper

Zijian Wang, Gregory J. Herschlag, Joon-Hyeok Yim, Jonathan C. Mattingly, Anna C. Gilbert

The authors build redistricting strata by clustering sampled districts into “letters,” combining them into “words,” and softly assigning plans to words. In Connecticut, 50 words covered all 49,961 processed plans in the tree-count sample. This is coverage of sampled plans, not all legal plans; diagnostics on related targets were evaluated, but no stratified sampler or estimation benefit was tested.
