About this paper

Jev maps network states and decision queries to probabilities over allowed actions. In simulated intent-conditioned RAN slicing, its mean utility regret is 0.131, compared with Qwen’s 0.134, while median client-observed latency is 1.46 seconds versus 5.13 seconds. In antenna selection, Jev is faster but has greater capacity loss than Qwen and norm-based selection, limiting these findings to two simulations.
