SSR retrieves and ranks Agent Cards using deterministic lexical signals from capability-bearing fields; IDF weights rarer matches more, and an inverted index limits scoring to cards with matches. It sends at most K candidates to an LLM. At 1,000 synthetic cards, mean input fell from 63,645 tokens to 767. On MS MARCO, BM25 had higher retrieval scores; results are limited to tested setups.
