About this paper
Christian Mulomba Mukendi
The authors propose a toll-allocation method that estimates zone-specific delay effects and uses coverage quotas to direct some interventions to under-served zone types. In a synthetic simulation, a quota policy using 15,000 activations raised residential-segment activation from 0.1977% to 6.8665%, while retaining 92.6% of the original hybrid policy’s delay savings. This demonstrates a simulated trade-off, not real-city effects.
