DPA coordinates group seed quotas with within-quota selection to reduce disparities in modeled outcomes under network spillovers. On BA-Synth at access tolerance 0.1, its mean group-outcome gap is 3.2 × 10⁻⁴ versus 0.019 for quota-constrained LP-Greedy, with total outcome 1.7% lower. These are modeled additive-spillover results, not real-world causal effects; the structural lower bound applies only to graph-independent seeding.
