About this paper

Alex Chohlas-Wood

The authors simulate a SNAP preauthorization review system combining case-risk scores with AI-generated discrepancy flags. Reviewers check flags and use ordinary checks on unflagged cases. Of 27 jurisdictions modeled at or above the 6% payment-error threshold, combined review brings 26 below it. Where both methods reach the target, risk-only review costs a median seven times more; results depend on simulation assumptions, not live deployment.
