The authors develop WDL to rank Gulf Coast ports by expected cyclone-related impact days. It first retrieves the ten nearest ports, then estimates disruptions from historical port–cyclone patterns using explicit feature crosses and learned embeddings. Across two held-out 2022 hurricanes, WDL had higher mean ranking agreement than distance alone, within tests of 37 ports and simulated landfalls.
